Thematic Session 8: Aviation Safety, Air Freight and Aviation-Linked Economic Connectivity

Rational for discussion on this theme

The rationale for focusing on aviation reflects its critical role in enabling economic connectivity, trade, tourism and emergency response within the province. KwaZulu-Natal’s airports serve as key gateways for both passengers and high-value, time-sensitive goods, linking the province to national and global markets. However, the full potential of aviation is often constrained by challenges related to safety preparedness, infrastructure limitations and weak integration with other transport modes. Strengthening aviation systems is therefore essential to improving overall transport system performance.

In addition, aviation plays a vital role in supporting economic resilience, particularly through efficient air freight operations and rapid response capabilities during emergencies. Enhancing airport access, improving air cargo logistics and ensuring effective coordination between aviation stakeholders are critical to unlocking these benefits. By integrating aviation into broader transport and economic planning frameworks, the province can enhance connectivity, attract investment, and support key sectors such as tourism, agriculture and manufacturing, ultimately contributing to sustained economic growth.

Objectives

  • Ensure compliance with international aviation safety and security standards.
  • Enhance air freight capacity and efficiency to support trade and logistics.
  • Strengthen aviation infrastructure to improve connectivity between regions and global markets.
  • Promote aviation as a catalyst for economic growth, tourism, and investment.
  • Develop skills, regulatory frameworks, and technologies to support a modern aviation sector.

Questions to be answered

  • How can aviation safety and emergency preparedness be strengthened?
  • What interventions are needed to improve air freight and airport access?
  • How can aviation be integrated into broader transport and economic strategies?

Questions to consider

Short-Term

  • What are the immediate gaps in aviation emergency preparedness?
  • How will airport access improvements be prioritised?
  • What quick wins for air freight efficiency can be implemented?

Medium-Term

  • What air freight logistics infrastructure (cargo facilities, cold chain) must be developed?
  • How will coordination with ACSA, SACAA, ATNS be formalised?
  • How will aviation integrate with corridors and logistics hubs?

Long-Term

  • How will aviation support provincial economic growth (trade, tourism)?
  • What regional/global connectivity targets will be achieved?
  • How will aviation systems be fully integrated into the transport ecosystem?
