KZN TRANSPORT INDABA 2026 A GATEWAY FOR SMART MOBILITY

Thematic Session 3: Strategic Transport Corridor Development

Rational for discussion on this theme

The focus on strategic transport corridor development is underpinned by KwaZulu-Natal’s role as a key logistics gateway within South Africa, anchored by the Port of Durban and a network of major freight and passenger corridors. These corridors are critical for facilitating trade, connecting industrial hubs, and supporting regional economic integration. However, many of these corridors face challenges such as congestion, infrastructure degradation, and limited intermodal integration, which undermine their efficiency and competitiveness. Addressing these constraints through coordinated corridor planning is essential to enhancing the movement of goods and people and to sustaining economic growth within the province.

Furthermore, corridors are not merely transport routes but integrated economic systems that influence land use, industrial development, logistics investments and spatial transformation. A corridor-based approach enables the alignment of infrastructure investment with broader economic development objectives, ensuring that transport systems actively support industrialisation, job creation and regional connectivity. By strengthening governance, improving infrastructure sequencing and fostering collaboration between public and private stakeholders, the province can unlock the full economic potential of its transport corridors and position itself as a competitive regional logistics hub.

Objectives

  • Develop and optimise key national and regional transport corridors to enhance economic connectivity and trade.
  • Improve efficiency, reliability, and capacity of freight and passenger movement along priority corridors.
  • Strengthen cross-border transport integration and regional economic cooperation.
  • Facilitate industrialisation and spatial development through corridor-based planning.
  • Attract investment into infrastructure along identified strategic corridors.

Questions to be answered

  • How can integrated corridor planning improve trade competitiveness and connectivity?
  • What interventions are required to improve corridor performance and capacity?
  • How can corridor development unlock inclusive economic growth and jobs?

Questions to consider

Short-Term

  • Which priority corridors will be declared and profiled in the APP?
  • What are the top 5 bottlenecks per corridor that can be addressed immediately?
  • What baseline data (travel time, freight volumes) is available?

Medium-Term

  • What multi-year corridor investment plans will be developed?
  • How will intermodal integration (road–rail–port) be improved?
  • What governance structures (corridor committees) will be established?

Long-Term

  • How will corridors evolve into fully integrated economic corridors?
  • What industrial/logistics nodes will be developed along corridors?
  • How will corridors support regional and cross-border trade integration?
