Thematic Session 1: Green Transport and Climate-Resilient Infrastructure


Rational for discussion on this theme 

The rationale for focusing on green transport and climate-resilient infrastructure arises from the growing exposure of KwaZulu-Natal’s transport network to climate-related risks, including flooding, extreme rainfall, coastal erosion and heat-induced infrastructure deterioration. These risks have already resulted in significant disruptions to mobility, trade corridors and access to essential services, highlighting the vulnerability of existing infrastructure systems. As climate impacts intensify, there is a pressing need to shift from reactive maintenance approaches to proactive resilience planning, ensuring that infrastructure investments are designed to withstand future conditions and minimise lifecycle costs. This requires embedding climate risk considerations into all stages of infrastructure planning, design, construction and maintenance.

In addition, the transition to green transport systems is increasingly critical in the context of national and global commitments to reduce carbon emissions and promote sustainable development. The transport sector remains a significant contributor to greenhouse gas emissions, and without deliberate intervention, this will continue to rise due to increasing freight demand and urbanisation. By investing in low-carbon technologies, energy-efficient systems and sustainable mobility solutions, the Department can not only reduce its environmental footprint but also unlock economic opportunities linked to green infrastructure, innovation and job creation. This theme therefore represents both a risk mitigation strategy and a pathway to long-term sustainable growth.

 

Objectives

  • Reduce greenhouse gas emissions from the transport sector through adoption of low-carbon technologies and fuels.
  • Integrate climate resilience into the design, construction, and maintenance of transport infrastructure.
  • Promote energy efficiency and renewable energy use across transport systems.
  • Strengthen adaptation strategies to mitigate the impacts of extreme weather events on infrastructure and services.
  • Support sustainable urban mobility solutions such as non-motorised transport and public transit.

  • How can climate resilience and sustainability be integrated into infrastructure across all modes? 
  • What policy, funding and institutional mechanisms are required to accelerate low-carbon transport adoption? 
  • How can readiness for climate risks be strengthened while reducing lifecycle costs and disruptions?

  • Which high-risk infrastructure assets (roads, bridges etc) must be prioritised?
  • What quick-win resilience upgrades (drainage, slope stabilisation etc) can be implemented immediately?
  • How will climate risk be integrated into all new project appraisals?
  • What technical guidelines need urgent revision?

Medium-Term

  • How will resilience be embedded into all refurbishment and upgrade programmes?
  • What climate-resilient design standards will be institutionalised?
  • What funding mechanisms (green finance, conditional grants) will be secured?
  • How will cross-sector coordination (disaster, environment) be formalised?

Long-Term

  • What is the target level of climate resilience for the provincial network?
  • How will the province transition to low-carbon transport systems (EV, green fuels)?
  • What climate-proofing strategy will guide all infrastructure investment?
